本期之程，以The Bill of Rights in the Modern State (Geoffrey R. Stone et al. eds., 1992)，修生研有美法「法利」（constitutional rights）的重要，拓展野，同角野的思考方式。

The Bill of Rights in the Modern State一，美芝加哥大法院，念美法Bill of Rights百年，所行之”The Bill of Rights in the Welfare State: A Bicentennial Symposium”研之文。在此文集之中，有五大主，分邀位「立相反」的大者表文，行。其包括：

3.   Speech in the Welfare State

4.   Levels of Generality in Constitutional Interpretation
