20年前台塑六在四期建的中承自水源，直到2013年才定要建海水淡化，寮海水淡化的今年3月通初後，1日在第335次大通。然已有3年完工的共，但於生量有所。最後以每日淡水8至10.5，全年水量1700以上做。
在小的中，小要求缺水需以高以日10海淡水、3年完成建等。不六表只承全年量1700，不承枯水期每日10。六表示，枯水期也不得每天都有天然水可用，因此主不需制每日的量。但小，此案一始就是了六不要在枯水期使用用水而，怎可又推翻前提？因此只扣除不可抗力因素的件。量的，隔了半年在大互不相。

六在次大提出，要求「要求枯水期日淡水量10」修改，排除不可六或不可抗力因素，每年2到5月及水利署定水源不足的期，每日淡水7至10.5，全年水量1700以上。
六副宗表示，海水淡化是高能耗程，境非友善，若是2到5月集集河堰水量充沛，就不要求每日，等於把珍的淡水流入海中，再把海水取回成淡水，反是浪力、增加碳排，因此六仍要求枯水期水量充沛的候，可以降低海淡操作量。且若是日淡水量死每日10，造成六每天出若超或不足，都要面款法律任。
回的後，最後下，每年2到5月、及6到1月水利署定水源不足期，排除不可位的因素，月平均日淡水量8到10.5，比起六提出的7至10.5提高；全年水量仍持1700。

此外，於六打算把水排水流混合後排入海中，境保障基金研究林廷表示，是希望能估回收再利用，不要直接排到海。至於近海的在，林廷也建量不要用化物清除管中的藤、幼等，希望用水刀、氧或其他境影微的方式理，立海洋的站，督後海淡海洋的。但得，水排放口使用青行生物急毒性。
